BHI's leadership team has more than 120 years of experience in real estate development, construction management and community development.

Jason Saunders
President
Accumulating a portfolio of over 120 rental units and 50 for-sale housing units, Jason brings extensive experience in leveraging federal and local funding sources, bank financing, and equity partnerships to secure diverse funding streams and maximize investments. With expertise in construction management, he has overseen hundreds of renovations for multifamily residential, commercial, office, and institutional properties, including the Fulbright Organization, RFK Stadium and Kaiser Permanente (Whiting Turner).
Charles Mason
Chief Operating Officer
Charles brings extensive leadership experience from Fortune 500 companies including Citigroup and JP Morgan Chase, where he led large-scale, multi-geographic operations. With expertise in business re-engineering, data analytics, and performance optimization, he has successfully navigated complex business, economic, and regulatory landscapes. At BHI, he applies strategic operations, data-driven decision-making, and people-focused leadership to drive efficiency, growth, and innovation.
Craig A. Bulter, JD
Director, Legal; Director, Sustainability
Craig leads BHI's Legal Affairs and Sustainability divisions, bringing extensive experience in the green building industry. In his sustainability role, Craig helps organizations implement and finance energy efficient and renewable energy solutions to reduce costs, lower carbon emissions, and create heathier, more efficient buildings in multifamily, supportive housing, and commercial projects. In his legal role, Craig oversees compliance, contract negotiations, and enforcement efforts.
Phil Johnson
Development Manager / Owners Rep
Phil is a seasoned  real estate developer and strategist with over 40 years of experience in project management, finance and community planning. He works with private developers, nonprofits, faith-based landowners and government agencies to design, finance and build market-rate and affordable housing. Previously, Phil served as the Secretary of the DC Redevelopment Land Agency as well as the Development Administrator for the Department of Housing and Community Development.

Initial Consultation
Our partnership process typically begins with an initial consultation. This involves discussing your project goals, objectives, and requirements. BHI Construction and Real Estate Development will evaluate the feasibility of the project and assess the potential for collaboration.

Project Evaluation
If there is alignment between your project and BHI Construction and Real Estate Development' expertise and values, they will conduct a comprehensive evaluation of the project. This includes analyzing market dynamics, financial feasibility, and regulatory considerations.

Partnership Structure
Once the project is deemed viable, both parties will work together to establish the partnership structure. This includes determining the roles, responsibilities, and financial arrangements that will govern the collaboration.

Project Development
With the partnership in place, BHI Construction and Real Estate Development will actively contribute to the project development process. BHI will collaborate with you on various aspects, including site selection, design, construction management, sustainability integration, and community engagement.
